Philip Klein is commentary editor of the Washington Examiner, where he writes about domestic politics and policy and runs the opinion section. He has emerged as one of the leading voices on health care policy on the right. His work has been cited by a diverse spectrum of media outlets, from syndicated talk radio host Mark Levin and columnist Michelle Malkin to publications including the Wall Street Journal, the New York Times, and the Washington Post, among many others. He formerly served as Washington correspondent for the American Spectator and a financial reporter for Reuters news service. He is a graduate of George Washington University, where he earned degrees in history and economics, and also holds a master’s degree in journalism from Columbia University. He is the author of Conservative Survival in the Romney Era.

Short on detail and analysis; long on ideology. Overall a disappointment

Mr. Klein's book was a disappointment as it mostly consists of a rehashing of conservative talking points: basically Obamacare is very bad and we would make things better if only given the chance. There is no depth here, no analysis of the problems in our group and individual markets, and little discussion of cost drivers aside from the tried and true malpractice costs.

Full disclosure. I am a reluctant ACA supporter. In my view the only thing worse than the ACA is no ACA. It has solved some problems, extended care to millions, and also attempts to make a start on addressing cost issues through some of the rules on readmissions, creation of ACOs, etc. I've read many books on health care/insurance issues, and have a pretty good understanding of how other countries long ago attacked and solved the problems (yes, it is an ongoing battle everywhere) so I looked forward to a conservative slant on solving the complicated, costly maze of health insurance in the United States.

The book is short on specifics. But one noteworthy proposal by Mr Klein had me shaking my head in agreement and that was to open up the individual markets to anybody with an employer-based plan. Employer-based plans enjoy tax free treatment both on the employer and employee side. Employees have little to no choice in a plan, the employer picks it for them. Allowing everybody to shop for their coverage, requiring employers to contribute to an HSA for the employee (yes HSA rules need to be changed), would increase choice and competition in the markets. It seems this should be a targeted improvement to the ACA but conservatives have been too hung up on slaying the beast rather than solving problems. Later in the book, Mr Klein pretty much shoots down this idea as being too disruptive when he discusses Gov. Bobby Jindel's ACA replacement proposal.

Mr Klein touches on all the familiar talking points. The ACA is a government takeover. Curiously he never mentions the fact the ACA was designed to work at the state level with each state taking responsibility for its own rules and exchanges. Typically this is a model that conservatives would rally around but instead governors and legislators deferred to the federal exchange.

Mr Klein mentions that insurance should be able to sold across state lines. The ACA specifically allows states to enter into agreements to form compacts allowing multi-state availability of plan.

Mr Klein blames the ACA on making insurance more expensive, decreasing choice with more limited networks, and forcing people to buy something they don't want. He documents polls declaring the vast majority of people don't like the ACA but then mentions how it only addresses a small subset of the population, individuals, and especially those individuals who had pre-existing conditions (aka Medical History) and could not obtain insurance.

Now this makes no sense because if the ACA only really affects a small segment of the population, then why is it so unpopular? Could it be politics? Why does anybody on Medicare hate the ACA? It doesn't affect them, but perhaps they don't like the 'government giveaway', which is pretty rich considering that Medicare is the ultimate subsidized, single-payer system. Those with employer-based plans are pretty much unaffected, that is if your plan had been somewhat comprehensive to begin with.

The reality is we've all been suffering with ever increasing premiums, higher co-pays, higher deductibles, and more limited networks (lack of choice) for the past 20 years and this is in the group markets where most of us get our insurance via our employer. Now the ACA has become an easy scapegoat for these continuing trends.

One of Mr Klein's examples of premium increase in also on the bogus side. He writes that premiums for the youngest, healthiest segment have risen to offset the cost of insuring the older groups. There is some truth to this in the individual markets but Mr Klein compares apples to oranges. He compares the cost of an average individual policy in NY in 2012 ($4260/yr) vs Pennsylvania ($2088). Pre-ACA, Pennsylvania did not have 'must issue' rules, meaning anybody could be turned down for insurance. Of course, the Pennsylvania rates were low, they could cherry-pick customers. NY had must-issue rules but without a mandate, this sent the individual market into a death spiral. The individual market crashed from over a million customers to around 35,000. Neither state had a solution. If you had any kind of medical history and needed an individual policy in Pennsylvania then you were out of luck. In NY, you had to pay absurd rates.

The ACA has done away with community premium ratings. Younger employees in my company now pay less, in some cases far less, with our current policy. The older groups pay somewhat more, which is what Mr Klein proposes, except that he'd like older groups to pay even more than they are now. Cost of my current coverage is about $27,000/year. I'm 59 years old. How much more would he like me to pay?

Mr Klein says that the group markets work because of the larger pools which share risk. However, a robust individual market also shares risk and is larger than any small group that many of us belong to.

There is much discussion of subsidies and how conservative plans will replace those with tax credits and/or deductions. Most of the numbers cited are laughably small in relation to the cost of insurance so it is difficult to imagine how either a credit or deduction would help people afford insurance. Also, you can't pay an insurance bill with a tax credit that you won't see for a year or more.

I always shake my head in wonder at how conservatives have run away from every plan they had ever suggested prior to the ACA as subsidies and mandates were always part of their proposals. Who can forget the spectacle of Mitt Romney trying to disavow any responsibility for RomneyCare.

One thing about subsidies is at least there is a modicum of personal responsibility. Those receiving subsidies for the most part pay a portion of premium as well as co-pays and deductibles, etc. This should warm a conservative's heart. Because of subsidies and the increase in the number of insured here in New Jersey, the upcoming state budget reduces charity care payments to hospitals by about $150 million dollars. And this is a bad thing?

Mr Klein does have some moments of refreshing honesty. Early on he writes that Republicans ceded the health care/insurance issue after they failed to address it after defeating the Clinton initiative and gaining the White House. Beyond that, Republicans have had five years to come up with a credible detailed plan to fix the ACA but have offered nothing but generalities.

In the old days Congress would fight and claw at each other about major legislation. But once it passed there was general agreement to address problems and make improvements. This included the common-sense exercise of fixing typos or making clarifications. This is how the question of subsidies brought up in the absurd King vs. Burwell case would have been addressed. There is nobody in Washington who seriously believes that Congress meant to deny subsidies to people living in states covered under a federal exchange. Yet here we are.

One of the failings of the ACA is that it did little to deal with the cost side. What is the solution to drug companies being able to charge whatever they feel like, no matter how outrageous, for a drug? The excuse is always that if we didn't pay the extortionist rates then the drug companies and medical device manufacturers would just fold up shop. But they seem to do quite well in the rest of the world. Must we subsidize their profits? How about allowing Medicare to negotiate drug prices. How about allowing Americans the freedom to import drugs from Canada? Never a mention.

How about creative ideas to relieve insurance companies of the burden of the very sick. Instead of creating a mish mosh of high risk pools why not just have the federal government be the reinsurer? Reinsurance is common practice in the private sector.

This is a short, easy read and there are lots of footnotes and sources to follow up on. It is not a serious attempt to delve into the problems and fixes for our health care/insurance mess. This book is really more about implementing legislation to satisfy the ideological leanings of the right. As Bobby Jindel said, “It is not about covering the most people, it is all about reducing costs.” Readers are expected to take it on faith that the conservative plans outlined in this book will solve any problem other than ridding them of the dread Obamacare.

Our 'system' is beset by mind-numbing complexity, plus a lack of transparency and competition. Access to care is often determined by the luck of the draw. Do you work for a company with 'good' insurance? How many insurance companies have decided to operate in your state and what do they offer? It is easy to throw rocks and break windows. It is much harder to solve problems that have developed over decades, all intertwined with another. Ideology does not solve problems but that seems to be the driving force behind this book and current conservative policies.

Just What I have been looking for.

I bought this book to get some background on alternative approaches to the Patient Protection and Affordable Care Act. This book does that in a mildly partisan way. I also appreciate the degree of detail and the discussion of strategy that the book provides. I have recommended it to others who are interested in this issue as I believe this is a conversation that is way over due.

A must-read for anyone interested in conservative alternatives to Obamacare

A clear and concise summary of various proposals for implementing free-market reforms for healthcare in the post-ACA political landscape. What I appreciated the most about this book is that it summarizes the political obstacles each approach would need to overcome in order to be implemented.

About the Author
On April 19, 2005, CARDINAL JOSEPH RATZINGER was elected POPE BENEDICT XVI and became the 264th successor to Peter as the "Vicar of Jesus Christ." He may well be the most accomplished theologian to be elected Pope in modern times. Beginning in 1981 he spent over 20 years as the Prefect of the Congregation for the Doctrine of the Faith, a role often depicted as the "defender of the faith." Cardinal Ratzinger was also President of the Pontifical Biblical Commission and of the Preparatory Commission that codified the new "Catechism of the Catholic Church," published in 1994.

Insights into the new pope's direction

For those who want a keen insight into the life and formation of the new pope, Benedict XVI, most recently known as Cardinal Joseph Ratzinger, this book is a must read. Most of the text is done as an interview with Peter Seewald, a German journalist, who does a question-and-answer format, but not in a choppy form. The answers are extended reflections, giving ample space to discussion of real, substantive issues of the church and the world.

The first section of the book concentrates on Ratzinger himself; the interview is nearly ten years old now, but the insights are still apropos to the man who is now the pope. Ratzinger did not look at the questions beforehand, and his responses, while not quite off-the-cuff, still have a spontaneity to them that is perhaps at odds with the more conservative image Ratzinger has come to bear. He is a conservative, to be sure, but in these pages along with other books, one may find a bit more compassion and humour than one might expect.

Ratzinger reflects upon his strict upbringing as a child, his time as a child of a 'simple commissioner', and his growth in a devout Catholic family who tended to go to Mass twice on Sundays.

Ratzinger became a theology professor, teaching at the universities at Tubingen and Regensburg. Heidegger is a big influence on Ratzinger's philosophical development, as are notions of Personalism (a philosophy of profound influence on Martin Luther King Jr. among others). Like his predecessor, Ratzinger has a great interest in Phenomenology and other modern philosophical schools. This led him to be a theological advisor to the Second Vatican Council, at which time Ratzinger was classified as a progressive, perhaps even a liberal.

Ratzinger discusses the role of his office, the Sacred Congregation of the Doctrine of the Faith (once called The Inquisition), in the development of the 800+ page catechism for the Catholic church. This is a pope who knows the catechism backwards and forwards, for he has been part of the development at every stage.

Most intriguing are his ideas for the future of the church and the state of the world. He doesn't expect some sort of dramatic resurgence of the church, but does see a role and relevance for the church in the world. Perhaps this comes from the power of the church to provoke and be a prophetic witness. Given that his chosen name as pope is Benedict, his comparison in this text with St. Benedict (of monastic fame) is very intriguing. He likens the current and future situation to that of late antiquity, a time in which the majority of the non-ecclesial society wasn't really taking note of what the church was doing - Benedict was a bit of a dropout, who created 'an ark in which the West survived', largely going unnoticed.

For those who see Ratzinger as a knee-jerk traditionalist, perhaps no other statement is more enigmatic than his comment, "Perhaps the time has come to say farewell to the idea of traditionally Catholic cultures."

Striking Insights from a Modern Catholic Prophet

Cardinal Ratzinger is cut from a different cloth than those mediocre prelates who are always eager to accommodate the mistakes of modern Western societies. This book is well worth reading because Ratzinger obviously places proclaiming the truth above his personal popularity. In my opinion, his most striking words have to do with the proper role of the bishop: to keep challenging Christians and others, to, as Augustine said, keep them from falling asleep. Ratzinger finds repulsive the mentality of "don't rock the boat" that seems to permeate too many dioceses. When church historians look back to the latter part of the 20th century, they will rightly note the pivotal role of Ratzinger in preserving the deposit of faith when so many high-ranking clerics and prominent theologians were so eager to compromise that same deposit of faith.

Gentle German Shepherd

A bumper sticker spotted this week on a mini-van emerging from a parking lot of a Catholic Church:

"I love my German Shepherd!" (beneath it, two words: "Benedict Sixteen.")

I wanted to second that emotion! And it's because of this interview, from ten years ago, which reminds me on its every delightful page, of my all-time favorite such book, from 17 centuries ago (correct) --- one of the treasures of the Eastern Church tradition.

Back in the fourth century a simple monk named John Cassian went to visit the so-called "Desert Fathers" - many of them saints, who performed miracles of spiritual understanding in the presence of Cassian and his friend Germanus. Cassian's young friend was positively hostile in his questioning of these saintly men. But his often rude and gratingly persistent questions elicited the most amazing replies!

Cassian's resulting book "The Conferences" was strong meat devoured by the first "Saint Benedict" -- who used it as the basis for his monastic order (the very first in the western tradition of the Church). A thousand years later, the greatest of the theologians, Thomas Aquinas kept a copy of "The Conferences" with him at all times, and "read from it every day."

I thought of my ancient hero John Cassian (and especially of his rude companion Germanus) while reading this -- my new favorite book! Published in German in 1996, these 280 pages comprise an interview in 1995 of then-Cardinal Ratzinger.

The interviewer, an agnostic journalist Peter Seewald, repeatedly asks often-hostile questions of a truly great and (I believe) saintly mind. I love the fact that Ratzinger specifically requested he not see any of the questions in advance. The resultant conversation is astonishingly brilliant and satisfyingly deep!

Alas . . . it is impossible (for me at least) to recapitulate such brilliant thought in fewer words. But to single out just one exchange that appealed to this former journalist, who like Mr. Seewald has since converted to this 2,000 year old faith - mainly because of such brilliant and saintly minds.

Near the end of this book (p. 215) --- in a chapter titled "2000 years of Christian history and still no redemption"--- the German journalist poses a rambling, 250 word question --- in fact really a dozen questions all bundled together. To which the German cardinal gently begins unraveling the bundle, with the most astonishingly focused reply. He deals with each implied question-in-turn - (and in the same order he received them; I am in awe of such a mind!)

Ratzinger's reply begins with a gentle dig at the questioner's inability to focus on `one-thing-at-a-time - saying:

"That is quite a bundle of observations and questions! The basic question (buried in the middle) is, `Has Christianity really brought salvation, has it brought redemption, or hasn't it actually remained fruitless? Hasn't Christianity perhaps by now lost its power?'

Ratzinger then proceeds to point out a distinction lost on many of us - including his interviewer:

"I think we must first say that salvation - the kind that comes from God - is not quantitative (like) the sum of an addition. In (science and) technical discoveries, there is growth, which may proceed in fits and starts, but is nonetheless continuous: The purely quantitative is measurable - one can ascertain whether there is now `more' or `less.'

"But a quantifiable progress in human goodness is impossible. Because each (of us) is new - and in a sense, history begins anew with every man. It is very important to learn this distinction."

Assisting the journalist then (with an endearingly gentle and diplomatic guidance) Ratzinger helps his interviewer re-focus many subsequent questions (which, significantly become ever-more compact).

Eventually Peter Seewald asks a question that helps the reader see in bold relief, the difference between the mind of Ratzinger and that of his predecessor John Paul II (who three times refused to allow Ratzinger to abandon Rome for a more peaceful and secluded retirement in his homeland).

Seewald quotes from "John Paul II's talk to the United Nations" (1995) on the "foundations of a new, world order" -- and his hope for the "third Millennium: `We shall see' said the Pope, `that the tears of this century prepared the ground for a new springtime of the human spirit.' What might be meant by this springtime? A new identity of man?"

Then-Cardinal Ratzinger (ten years away from his own pontificate) replies in a manner that helps us see the principal difference between the world view of the two popes: John Paul II (who philosophically resembles his ideal --Thomas Aquinas) and Benedict Sixteen, (who more closely resembles the original St. Augustine).

Thus, Pope John Paul II (in Ratzinger's words of ten years ago) "does indeed cherish a vision that (the last thousand years of Christianity) - "the `millennium of divisions,' will be followed by the `millennium of unifications.' " The difference is, Ratzinger does NOT see this happening any time soon:

"The emergence of ecumenism at the Second Vatican Council is indeed a sign of a renewed approach to a new unity. It is thus filled with the hope . . . that all the catastrophes of our century, `all its tears,' as the Pope says, will be caught up at the end and turned into a new beginning."

It is good, the future pope said that we have such visions: "This is a vision that inspires and that challenges us to move in this direction. The Pope's untiring activity comes precisely from his visionary power. It would be fatal if we let ourselves be guided by purely negative calculations --- if we didn't allow ourselves to be guided by (such visions) that then give us guidelines and courage for action.

"(However) whether the vision is actually fulfilled is something we must leave entirely in God's hands. At the moment, I do not yet see it approaching."

As a former interviewer, I must add that this interview is quite simply the most amazing (and intellectually pleasurable) that I have ever read.

Fabulous Flintlocks

It is hard to imagine how a serious collector of antique British Military firearms could bear to be without this invaluable publication. Ditto for those others with any interest in the history of this subject and period.
Blackmore manages to produce a narrative that is both engaging and informative.
There is plenty of background on the development of the British Military Ordnance system combined with full data on individual weapons , their evolution and how they may be identified.
The work is copiously illustrated with photographs of original weapons held by the Armouries of The Tower of London and includes appendices which identify barrel,lock and stock marks.
The late Mr Blackmore spent 10 years on his researches and his dedication has resulted in the production of a book which has become a standard and invaluable reference point.
Although now out of print, the work merits any inconvenience which the reader may have to suffer to obtain a second hand copy.

About the Author
Barnes (Barney) W. McCormick is the Boeing Professor Emeritus at the Pennsylvania State University. He has a long history with the university, receiving his B.S., M.S., and Ph.D. from the Department of Aeronautical Engineering. He returned to Penn State in 1959 and, in 1969, was named head of the Department of Aerospace Engineering. Later, he accepted a distinguished professorship as the Boeing Professor of Aerospace Engineering. In 1985, Dr. McCormick ventured into the corporate world, becoming Chief of Aerodynamics for Vertol (now Boeing Helicopters). He has served as consultant to many legal firms as well as industrial and government organizations, including a position as scientific consultant to the U.S. House of Representatives. Dr. McCormick served as Associate Editor for AIAA's Journal of Aircraft, and is an AIAA Fellow. In 1976, he was awarded the AIAA Educational Achievement Award for his innovative contributions to aerospace engineering education.
